This essay starts from the assumption that the new constitutional reform is not very clear in shaping the new Senate, which seems to switch from a political chamber to a territorial one. The implementation of this new settlement of the Senate is left to a specific electoral law. This law will have to be enacted by the two new chambers, which however will not have much discretion in shaping it, having to comply with many constitutional parameters. The essay describes the features that this new elec-toral law should have and the limits it should respect. On the basis of that, the essay argues that the new electoral law will affect the nature of the new Senate, making it to resemble a political chamber more than a territorial one.
