The essay aims to investigate the actual scope of the organizational autonomy of the Regions in the healthcare sector. In this regard, it is considered that, in apparent contrast with the constitutional structure outlined by the reform of Title V, the organizational autonomy of the Regions is, in practice, compressed not only by an evident acceleration towards the definition of standards (also of an organizational nature) in the healthcare sector, but also by the raising, at European level, of the place of definition of such standards.

Abstract

The essay aims to investigate the actual scope of the organizational autonomy of the Regions in the healthcare sector. In this regard, it is considered that, in apparent contrast with the constitutional structure outlined by the reform of Title V, the organizational autonomy of the Regions is, in practice, compressed not only by an evident acceleration towards the definition of standards (also of an organizational nature) in the healthcare sector, but also by the raising, at European level, of the place of definition of such standards.
