The relationship between biodiversity and landscape, involving national, regional, and local institutions, calls for model of governance and institutional arrangements specifically designed to include the planning instruments of the protected areas within the landscape regional plans. In National Parks (NP) planning addresses a range of management, development and sustainable use functions that meet the objectives of protection and conservation. The institutional commitment on planning, whose aim is identifying spatially differentiate protection measures and restrictions tools, is enhancing the integration and coordination both horizontally, across sectors and policies, and vertically, between levels of governance and institutional actors, providing strategic framework, guidance and regulation. The paper aims at supporting the work of park authorities in setting their planning instruments and constituting a technical framework towards the protected areas environmental management and landscape regional planning integration. According to the Italian Legislation, Regions have competence on landscape planning, in cooperation with the Ministry of Culture and, optionally, with the Ministry of Environment, who has a co-management agreement with Puglia, Umbria and Basilicata. Currently, in Italy there are 23 national parks, representing 5.2% of the national area. The implementation of the planning instruments of the parks is quite heterogeneous: 35% of NP has enforced planning instruments, 48% is going to complete the process and 17% is in progress.
